What does this PR do? What is the motivation?

Fixes DOCS-14639

Updates the Oracle Fusion integration setup guide based on feedback from the Oracle Fusion team:

  • Rewrites the "Create a confidential application" section with a detailed OAuth Configuration UI walkthrough (6 top-level steps with numbered sub-steps)
  • Adds role codes and an alert box for the ESS Monitor workaround in the "Assign required roles" table
  • Updates the Validation section: removes a stale conditional clause and replaces a broken troubleshooting tip with specific Manage Audit Policies instructions
  • Removes the optional "Link the confidential application to the integration user" section
